Are there any tools within SS to assist with pubishing an XML pipeline as a Web Service?

if your http server is a servlet container should not be too difficult to incorporate the Java code generated by Stylus Studio.

If you are using XQuery an alternative approach you may consider the approach described in the chapter "Building a Web Service" in the DataDirect XQuery User's Guide.
