I think there is a small error in the context menu. There it specifies that you can use the keyboard shortcut CTRL + F12 to comment or uncomment a selection, but that does not work.
Everywhere else show the correct keyboard shortcut, which is just F12.

I think this is just a small bug, where the text is hardcoded. It should be dynamically referenced, as the user can change keyboard shortcuts.
