This doesn't really belong under "feature requests".

The problem is that this file is missing the mandatory
UNB0301 "Recipient identification" element.

Using the 'EDI to XML Conversion module," just change
the usage of element 0010 in S003 from 'mandatory' to
'optional'. If you use that module, the tool will
actually highlight the problem and tell you what to do
to fix it.

Or, for a more brute-force attempt, use the opt=yes
URI option.

Otherwise, the XML Converter for EDI will handle this
without difficulty.
