Is there a way to build a converter in such a way to force validation of data types, code lists, presence of data, etc. Alternatively, is it possible to generate a schema from the converter and use that for validation of the flat file data?

There is a way through the Java or .Net API.
You can call SchemaGenerator.getSchema(), passing in the .conv file.
