The schema pane of the xslt editor does not show the attributes defined in the schema if the attribute is never used yet in the xml data file.
It should show all defined attrs in the schema pane and the popup menus even if the current xml data doesnt yet use that attr.

The right pane in the XSLT editor is not a schema pane, but really a
description of the structure of the XML instance selected in the current
scenario; that's why you don't see elements/attributes that are not
instantiated in the chosen XML instance.
The underlying idea there is to give you a chance to
inspect/debug/understand a stylesheet behavior in the context of a
particular XML instance; that's why you can define multiple scenarios.
Anyway, we do understand your point, and what you are trying to do; if the
XML instance is associated to a schema (DTD or XML Schema) you would like
to have not only the XML document structure displayed, but the real schema.
We'll think about that.
