Is there any way we can define fixed widths for each of fields in custom conversion of flat files?

If you put the cursor on the first character of what you want
to be a new field and right-click, you'll see a choice to "begin
field in this column".

You can also drag the column borders left and right.

If your rows have different layouts, use the "add node/pattern"
option to define a new row layout. Each row layout can have a
different set of fields with different widths.

For the sample file you sent, you only have one "region", so
don't use the option to create multiple regions.
