Turns out that oXygen needs, in 

XML / XSLT-XQuery / XQuery / Saxon-HE/PE/EE

for there to be a config file set which contains

ALLOW_\xADSYNTAX_EXTENSIONS

And then the XPath/XQuery view will run XQuery 4.0.
