I have a set of XSL style sheets that use HTML markup to create HTML

XSL-FO? A converter or search-and-replace tool?

If you use a tool like Tidy to go to XHTML, then you can get XSL-FO using the html2fo.xsl stylesheet from Antenna House.

I hope this helps.
