To easily generate XSLT code you can use the namespace-alias in your first
stylesheet like below:
<?xml version="1.0" encoding="UTF-8" ?>
<stylesheet xmlns="http://www.w3.org/1999/XSL/Transform" version="1.0"
xmlns:xsl="dummy">
<namespace-alias stylesheet-prefix="xsl" result-prefix=""/>
<template match="/">
<xsl:stylesheet version="1.0">
<choose>
<when test="count(//Delete) > 0">
<xsl:output method="xml" doctype-system="http://delete.dtd"/>
</when>
<when test="count(//Delete) = 0">
<xsl:output method="xml" doctype-system="http://update.dtd"/>
</when>
</choose>
<!-- the rest of your stylesheet here... -->
<xsl:template match="/">
</xsl:template>
</xsl:stylesheet>
</template>
</stylesheet>
