Yes, according to the Recommendation. An empty block has a size of zero and, therefore, doesn't take up any space on the page.

Use <block><leader/></block> to create a blank line.

That sounds like a bug.

the cell to render the empty blocks.

Empty blocks are, indeed, empty ... they have no size ... you cannot see them.

Your software is broken to show empty lines anywhere, regardless if they are inside or outside of a table.
