the cell to render the empty blocks.

The safest way to create "empty" blocks is to use a space leader. This avoids any problems with FO implementations suppressing blocks that are either empty or contain only white space, e.g.:

<fo:block>
 <fo:leader leader-pattern="space" length="1em"/>
</fo:block>

Cheers,
