Recursion is your friend.

template rater
  param i
  if $i > 0
    <div class="moodbar">
      <img src="layout/global/pics/mood-red.gif" alt="" />
    </div>
    call-template rater
      with-param i $i - 1 

Or you could use the Piez Method, but I remember WP himself saying that "it's a cheat".
