Quark doesn't have some kind of tagged import format? Most publishing programs do. It doesn't need to be XML. If a clean subset could be defined to do what had to be done, XSLT could target it using the 'text' output method (even if it had angle brackets). You wouldn't get "lights-out" publishing this way, but it could save you a bunch of work. But it all depends on what Quark can import, whether styles can be used, etc. etc. Heck, if Quark can import HTML, you might even be able to go that way (circuitous, but hey).
