Have you tried
<a href="http://bob.com?a=1&#38;b=2">boo</a>

I am not sure for what purposes the portal uses the
'URL' node but the provider finds &amp; unacceptable.

I have tried using %26 instead (using a test html page
with an <A href="http://bob.com?a=1%26b=2>boo</A>)
but this fails when it hits the ASP page.
