That input is the same as
<resource language="de">"Hello World", says
Kenny</resource>
to any XML parser. So the XSLT engine does not know (or care)
which form appeared in the input. It could output in either form, but
most would use " as its shorter and more readable.
You _never_ need to use " in element content. It is built in to XML
as a mechanism for getting " into "-delimited attributes.
