generating HTML Anchor link via XSL

I'm unable to generate a simple HTML anchor link to via my XSL.  (I'm rather
a novice, and I'm assuming I'm missing something rather obvious.)  Here's
what I've done.

> In my XML file, I have this:

> the file exists), but when I click on the link, I get "The page cannot be
> displayed" message.
