I think you mean:

  <input type = "button" value = " delete "
    onClick = "chgdelete(&quot;loc_del_1&quot;)" >

The double-quotes (") before 'loc-del_1' in your sample would close the
'onClick' attribute value, and any decent HTML parser should object to it.

To generate that, try:

<input type = "button" value = "delete"
  onClick = "{concat('chgdelete(&quot;loc_del_', position(), '&quot;)') }" />
