Yes, but it depends on the particular implementation.
This is what Section 11.4 of XSLT means where it says
"XSLT does not define the mechanism by which
parameters are passed to the stylesheet."

Xalan has a command-line option and an API call to
set a top-level parameter from outside. If you are
using another XSLT processor, check its usage
documentation.
