I think that sentence is saying something slightly different.

It is saying "the specification for JSON that this RFC uses is the RFC for MIME media type application/json", i.e. RFC 4627 and successors.   See   https://datatracker.ietf.org/doc/html/rfc4627.html

The specification for application/xml is  RFC 7303 and successors. See https://datatracker.ietf.org/doc/rfc7303/   Unlike with JSON, this specification does not define XML per se but refers back to W3C XML 1.0 (FifthEdition).
