Is it?

The ability to use XSLT stylesheeets to generate XSLT stylesheets is
certainly helpful, but it is not dependent on the use of
xsl:namespace-alias.  The xsl:namepace-alias construct does make
generation of XSLT as output more convenient for those who prefer to
write their XSLT with literal result elements.  But 'makes more
convenient' is not the same as 'enables'.
