Is it? The ability to use XSLT stylesheeets to generate XSLT stylesheets is certainly helpful, but it is not dependent on the use of xsl:namespace-alias. The xsl:namepace-alias construct does make generation of XSLT as output more convenient for those who prefer to write their XSLT with literal result elements.
