Roger, When I need to express this kind of sentiment, I word it as "The data marked up in XML...". To me, formatting is a process that makes something attractive (relatively speaking, of course), closely related to rendering. Encoding is, to me, a way of representing characters in some binary scheme (e.g., Unicode UTF-8). I recognize that neither of my definitions are universally accepted.
