There are problems that are interesting to solve to webmasters, like how to better design a blog. and others that are not for most of them, like how to emulate CSS3 multicolum in browsers that don't support it. In some theorical world, the html is designed in a way, that everybody can recreate multicolum layout. But theres not merit in that, is not a interesting problem to solve. Is a problem better left to only a single developer to figure, that will benefict all others. A clever dev will solve the problem, so others don't have to. Maybe a jquery dev. Even better than having this clever dev figuring how exactly do something, is not having to. Multicolum layout will be supported by the CSS standard, so normal devs will be mere users of it, without having to think strongly on how to tame the web do it.  There are better things to think about than figuring out clever code tricks.
