IMHO, a source control system is only relevant if used as a vehicle for 
a versioning scheme and a development point, similarly to any source 
repository.

One may use such a tool to develop and provide versions via URL locators 
for example, but the development/versioning scheme is the important bit 
- a source control system can reflect thhe scheme used via branches, 
tags, the trunk etc.
