I think, it's little subtle to differentiate between "markup
languages" and "programming languages", when talking about
programming.

XHTML & XML for example are languages (the ML abbreviation -- which is
"markup language" in these nouns, clearly signify, that these are
languages).

But I agree, that XHTML is not a programming language (but
interestingly, I think, XSLT is -- because it allows us to express, a
sequence of instructions, which are processable by machines).
