Hi Dmitry,
If you are looking for implementations, the best way is generally to
implement it yourself, or find someone who is excited about your ideas
and convince them to implement it. A standards committee is a very
indirect way to get implementations, and if you want to propose this as
a standard, a community of users and implementations will help you make
your case.
