It's a well-known restriction of XML Schema 1.0 that this can't be done.

It can be done in XML Schema 1.1. Saxon 9.0 which appeared a couple of weeks
ago is probably the first product to have any support for XML Schema 1.1
features - it implements assertions, which are certainly powerful enough for
this. 

But if you don't want to be at the bleeding edge, the answer is that it
can't be done.
