Yes, it might seem illogical and I think that many people have really 
hard time to understand to section A.2 
(http://www.w3.org/TR/REC-xml-names/#ns-breakdown) in the XML namespaces 
specification which introduces two sort of attributes -- global 
(namespaced) and local.
