Because, this is an XML list, I will only recommend those that support X3D (therefore, XML). If you want to use Java, the Xj3D library (open source) is available. The BitManagement client is good and there is a plugin but this is licensed. Blaxxun has the original client for that (Contact). It is free to download. I highly recommend the Blaxxun site if you want to do any community world work. They also have some neat extensions and tutorials. The Flux plugin from MediaMachines has just been released into Open Source. Any of those is a place to start. A few have some minimum footprint download applets as well as the fully featured browsers. I would suggest reviewing the www.web3D.org website first. There are a lot of good resources there. Of course, there is an X3D public maillist as well.
