XSD has no way to specify the root element of the document (blah blah 
exception for local blah blah) and the very goal of namespaces is to 
encourage modularity. When you change the structure in a way that is 
incompatible with the official schema, use your own namespace. If you 
have significant branches that are standard, feel free to move back to 
the standard namespace to clearly indicate you are following the rules 
for that section.
