Missed the memo on Sarbanes-Oxley, Doc?  Of course that's an American thing.

(The ultimate result of SOX is to delete more and publish less.)

Good paper.  Not so oddly, it could be related to the Pragmatics thread
(document 
types plus workflow are a priori agreements about implicatures).
