I think Björn is very much aware that in most WGs this is not intentional. His list describing the behaviour of groups is, however, very much accurate. IMHO a large part of the problem here is that there are too few checks during the Working Draft phase, which puts an enormous strain on Last Call, resulting over time in the practice now increasingly common of having multiple LCs, or of going to CR then back to LC, or giving up and making a Note out of it, etc. Suggestions on how to improve the process in that regard would be very welcome. -- Robin Berjon Senior Research Scientist Expway, http://expway.com/
