It has a longer history than that...

The original canonical XML was defined by James Clark around 1998 as an
output format for his test suite (http://jclark.com/xml/canonxml.html).
That format (with minor additions) is still used in the W3C/NIST XML
test suite (http://www.w3.org/XML/Test/).

Canonicalization was taken up by the XML Syntax WG, inherited by the
XML Core WG, and transferred to the DSIG WG in 2000.
