Mr. Triglia has carefully confined his questions to the needs of the 
creator of the document.

It appears that the consumer of the document sometimes has need for some 
parts of the non-infoset as well.  An example might be the need to 
archive exactly (byte-for-byte) what the creator produced to satisfy 
some kind of legal or regulatory requirement.  More outlandish examples 
might include some kind of steganographic use  of the non-infoset.
