Off-head, I can tell you that the idea is that if you give no indication whatsoever of style, Mozilla prefers to warn you and then give the dumbest possible representation. Some people don't like this, and some people even like the very fancy representation that IE defaults to, but regardless, Mozilla use the *presence* of a stylesheet PI as a trigger to up the semantic ante even before it starts looking into the specifics of the stylesheet. This is similar to how any doc type declaration turns off "quirks" mode for HTML rendering even before consideration of the specific doc type you're invoking. It's really just a cheap heuristic, and nothing deeper. Mozilla is quite free, from a standards POV, to do this, and not mimic either Amaya or IE.
