If you want it to be element content rather than an attribute then just do so, CDATA sections have nothing to do with your requirements at all. Users may choose to use or not CDATA sections for any schema or dtd it is simply an authoring choice. If as schema designer you want to allow <x>123</x> instead of <x b="123"/> Then XSD schema will allow you to specify that, and to specify that the content of x is an integer. What is your problem?
