It will be a while before "the latest XPath" is complete and therefore can 
be reliably cited in an ISO standard, and since the W3C has decided to have 
different data models between XPath 1 and XPath 2, I doubt we will be able 
to get away from using different versions.

Probably better for W3C to have updated their XPath spec in a 
backwards-compatible fashion than to have implementations using different 
versions of a data model to support different versions of XPath.
