Pessimist. :-)

As long as there is a competitive advantage to be had, 
and IP DOES have significant competitive advantages, 
one of which is to control the outcomes of outsourcing, 
the hardball players will use it.  Everyone (or at least the 
money players) will have to feel the pain before the 
decision makers will pay attention.  So maybe it is 
better to elect someone who is already aware of our 
pain and is at least talking about a plan to do 
something about it.

There is an indirect competitive advantage to 
controlling IP given outsourcing of programming 
labor to cheaper markets.  How to use that wisely 
is the question.  Where IP can be combined with 
open source, there is a much more level playing 
field.  What you have to figure out is to whom 
does that advantage accrue under given scenraios.
