The right answer might be to create the conformance tests and
enable someone else to do the testing. That's what we're doing
for X3D. The caveat might be that some applications need thorough
conformance testing, some only need some testing, some need none.

Interestingly, for X3D, the main contributor to the open source
implementation of XJ3D (Alan Hudson and Yumetech) is also designing
a lot of the conformance tests. Help is appreciated, of course, but
there is a case for contributors of open source or otherwise to
create a conformance test suite.

The W3C doesn't do conformance testing of implementations. That's a
pretty expensive thing to do, so we'd probably have to charge for it
(say, $100,000 per product?) which would obviously exclude many open
source packages.
