Have you considered either NetRexx 2

or ObjectREXX http://www-306.ibm.com/software/awdtools/obj-rexx/

I have not drilled down on these in a while, but we converted all our
panels/clists to rexx before the web, and the developers (I am told) are
still using Rexx for the stuff we did, but now use  the exposed web
interface.
