that's the vendor led POV - supply ready (or half) baked specs to a 
standards body
for a nice bit of branding .. FWIW i can see benefit in this happening 
for addressing
(SOAP makes most sense to me for MOM) and i'd very much like a framework
for describing policies, but these must be compossible and not tied into 
some vendor's idea
of a new world order where the only way to message is SOAP and the only 
way it'll work is
by buying complex tools  ..
