Software Technology Support Center (the conference host), questioned the
Pentagon's COTS mania: "It's a bolt-on! It's free! That's the current
philosophy. But you have to understand it, build the interfaces, and test it.
Reusable software is not free. It's going to kill you.... It's dangerous stuff."
