Yes quite so. There's also the schema proposals for entities that didn't
make it into xsd schema eg xml-data
http://www.w3.org/TR/1998/NOTE-XML-data-0105/

(note by the way early drafts of xsd did have
entity definition but were taken out exactly because of this requirement
to build on well formed documents) eg
http://www.w3.org/1999/05/06-xmlschema-1/#declare-entity
