1% of what? The cost of HTML? 1% of how much they charge for their 
browser? (hmmm.. why /did/ they make the first CSS compliant browser -- 
and it was for the Mac!)

Should anybody using the web pay 1% to the U.S. Defense Department 
(non-U.S. since we paid for it already)?

I wonder how much innovation has occurred out of a desire to defeat 
Microsoft. Should they pay MS for the inspiration?
