RE: Guaranteeing Schema specified order for Targets in XSLT

The schema processing in an XSLT 2.0 stylesheet validates that the output
you are producing is correct according to the schema, but it doesn't change
the output to match the schema. The order of elements in the output is still
controlled entirely by the stylesheet, just as it is in XSLT 1.0.
