After years of semantic analysis and development to come up with an XML 
vocabulary for business documents, the Universal Business Language (UBL) 
project is approaching 1.0 release next month.  UBL 1.0 Beta was out last 
November.

Jon Bosak is the chair.  Many of the people on the committee also work on 
UN/CEFACT standards and are ensuring compatibility with EDI semantics where 
possible.

It is very early in the adoption curve but things are starting to happen:

Chinese and Japanese localization committees have already been established.

UBL promises to hit your desired 80/20 rule for business around the world.

This may not have progressed enough for what you were looking for, but as 
with many things in the early stage you need to look at the foundations 
upon which UBL was built, the people who have invested their time into it, 
and their objectives for an open, world-wide, and unencumbered 
technology.  Hopefully you'll find what you need in there.
