I haven't really been following this thread but I couldn't help fixating on your comment on ASN.1 being standardized for XML Web Services. Where and when is this happening?

So let's not repeat the mistake. Let's know what went wrong, and
how to avoid it, before following blindly down the same path.
ASN.1 advocates must explain why past failures will not be
repeated before ASN.1 is standardized for web services.
