Surely your question should be "Can an innovative environment produce a trustworthy computing system?". :) Many may trust an untrustworthy computing system.

In short, the market demands innovation AND security.  Can we
'do the simplest thing that will possibly work' and still produce
a secure system.


Again, you weave a little in asking your question.

If you are asking "Can an innovative environment produce a secure computer system?" then in the ultimate the answer has to be "Yes it might" with lots of qualifications.

If you are asking "Can an innovative environment guarantee to produce secure system?" then the answer is "No".

Of course, there is a trade off of risk of insecurity versus pace of innovation.

If you look at the motor industry you will see that certain aspects of real engineering don't change much. One day so-called software engineering may get there too. :)
