Yes but the letter from ANSI seems to imply that this is now being
interpreted as including the full list in software.

In other words it isn't at all clear that

is true any more with their current interpretation.

If oracle get a letter from ansi for including the codes in their
products, it presumably means for example you couldn't bundle a
schematron checking country codes with a commercial editor.
