i don't think there is really a good definition, nor should there be.

xml is a syntax.

so it's like say english - is it a language of narrative, technical
material, poetry, drama etc?

the answer is none and all. it's a syntax and if you find it useful to
express your needs then that's good. if you find it deficient and and
propose improvements - then that's good too.
