Your choice of terminology is confusing. Here's my try:
 
In my experience users of XML Schema language, particularly W3C XML Schema, fall into two broad classes. Those who want validation of XML documents (i.e. a message contract) and those who want to create Type Augmented Infosets (i.e. strongly typed XML). RELAX NG does the former but not the latter. W3C XML Schema does both, in my experience it doesn't do enough of the former and too much of the latter. 
 
I remember talking to James Clark last year about this and remember him expressing some reservations in moving RELAX NG in a direction where it could also be used as a basis for creating and processing strongly typed XML.  
 
PS: WXS = W3C XML Schema Language, XSD = XML Schema Definition language. Aren't they the same thing?

I'm confused. XSD and RNG are to a large degree orthogonal - XSD is
a type system, RNG is an a schema language for XML. Perhaps XSD is
being conflated with WXS?
